THE POSITION

Regular Schedule: 34 hours per week

A non-merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

EXAMPLES OF DUTIES

Counsels Baltimore County Housing Choice Voucher Program families on locating and securing housing.
 
Examples of Duties
 
  • Provides motivational counseling to Housing Choice Voucher Program families in regards to housing search methods and utilizing community resources. 
  • Completes an assessment interview.
  • Develops a family plan for the housing search, with objectives and a timetable.
  • Provides families with detailed information about locational options in non-impacted areas.
  • Makes appropriate referrals for needed services to help remove barriers to a successful move (i.e. unit accessibility modifications, security deposits).
  • Refers families to available units, particularly in non-impacted areas.
  • Assesses schooling needs of children in the family and attempts to refer families to housing in areas where needs are best met.
  • Provides services to assist families as they look for housing, including facilitating transportation.
  • Provides appropriate referrals to families who encounter illegal discrimination or harassment.
  • Keeps required records of the counseling services provided and the referrals made for each family, and maintains those files according to established protocols.
  • Coordinates with other local agencies regarding services
  • Performs all other duties as assigned.

 

Knowledge, Skills and Abilities 
Knowledge of:
Housing Choice Voucher Program and community groups and resources.

Ability to:
Interpret and explain federal and agency policies, regulations and procedures; compile and organize reports;
Effectively communicate verbally with program families, property owners, and the public, as appropriate.
Write letters and reports, and to maintain documentation in required format.
Manage competing tasks
Deliver group presentations.
Must have ability to use general office equipment, including but not limited to:   Personal computer, facsimile machine, photocopier, telephone, calculator.

QUALIFICATIONS

Required Qualifications
Bachelor’s degree in Social Work, Public Administration, Sociology, or a related field.
plus
Two years of progressively responsible experience working with the public in social work, housing programs, or a related field. 

Years of experience in related fields can be substituted.  Additional experience beyond the minimum may be substituted for all or part of the education.


Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

CONDITIONS OF EMPLOYMENT

New employees are strongly encouraged to get COVID-19 vaccination.

  • Typical office environment with exposure to moderate noise levels.
  • Must be willing to engage in extensive local travel and be flexible in working hours, including evenings and Saturdays, as necessary.
  • Must have use of personal vehicle.
  • Must have a valid Maryland driver's license.
