THE POSITION

Regular Schedule: 34 hours per week

Non-Merit vacancies exist in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

EXAMPLES OF DUTIES

Under general supervision, is responsible for determining eligibility of families for participation in federal and state rental subsidy programs.  Interviews clients and gathers required information for initial eligibility. Completes formulaic calculations of income, assets, and expenses.  Briefs families on program regulations, completes leasing documents, and determines rent calculations and housing assistance payments. Maintains landlord contact and outreach. 

  • Conducts informational interviews.
  • Gathers information and analyzes the information against policies and procedures.
  • Contacts individuals or agencies to verify information relative to determination. 
  • Advises tenants and landlords regarding the moving process and all required paperwork related to family moves.
  • Determines program violations and processes family denials and terminations.
  • Briefs families on program requirements and issues with rent subsidies.
  • Conducts rent negotiations, calculates gross rent, housing assistance payment, tenant rent, and utility allowances.
  • Maintains program records and completes status reports.
  • Issues final requests for payment to landlords.
  • Conducts outreach to families, landlords, supportive agencies, and the public.
EXAMPLES OF OTHER DUTIES 
  • Updates case files.
  • Refers clients to other DSS resources or community resources as needed.
  • Records information for required reports.
  • Interprets reports related to eligibility determination.

QUALIFICATIONS

Required Qualifications
High school diploma
plus
two years' experience evaluating or determining eligibility criteria, working in the housing field, or working in rental management.

(Additional education may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency
