CLASS DESCRIPTION:

The purpose of this class is to provide departmental leadership and direction consistent with the strategic vision of assigned division and the mission of the College.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

MINIMUM REQUIREMENTS:

Bachelor’s degree in Education Administration, Business or a related field required.  Minimum of three (3) years full-time program or project or facility management required.  At least one (1) year full-time supervisory experience required.  Ability to work occasional weekends as needed.  Budget, enrollment management, and community relations experience preferred.  Ability to work with program areas to grow enrollment, including open enrollment and contract training.

CLASS SPECIFIC ESSENTIAL DUTIES:

1.  Provide onsite facility leadership, at direction of supervisor, for internal community engagement and building morale. 

2.  Provide daily supervision and evaluation for assigned staff.

3.  At direction of supervisor, build effective relationships and partnerships within the CCBC community.  Assist and support the college with external community relations.

4.  Manage daily operations of the building, including coordination with the center manager of the Baltimore County Department of Economic and Workforce Development (DEWD), instructional leadership, Enrollment Management, Student Services, Public Safety, Facilities Management, and Information Technology.  This includes covering weekday, evening, and weekend hours of operation, as necessary.  

5.  At direction of supervisor, ensure efficient use of the facility, including:

         1.) All academic and instructional requests.

        2.) Non-academic/instructional requests, including special events, to ensure effective use of space for internal and external constituencies.

6.  Work with supervisor to develop, plan, and implement goals and objectives to optimize enrollment and space usage while providing excellent customer service.

7.  At direction of supervisor, represent the college at networking events and at affinity group, business, and industry association meetings.

8.  Develop policies and procedures, as required and/or directed.

9.  Maintain department records and files, as required and/or directed.

10.  Conduct and attend meetings, as required.

11.  At direction of supervisor, analyze and assess a variety of reports, as necessary.

POSITION SPECIFIC ESSENTIAL DUTIES:
  1. Responsible for daily administration and management of CCBC Randallstown including working collaboratively with DEWD, CCBC leadership in instruction, Enrollment Management, Student Services, Facilities Management, IT, and Public Safety to ensure efficient operation of the center. 
  2. Assist in providing daily management for Administrative Services staff working at the center.
  3. In collaboration with supervisor, plan and lead community enrollment efforts, including outreach to private organizations, nonprofit groups, private high schools, and Baltimore County Public Schools high schools within the area.  
  4. Serve as primary administrative management backup for CCBC Owings Mills and CCBC Hunt Valley.
  5. Coordinate shared extension center responsibilities and duties at the direction of supervisor, including, but not limited to: providing data analysis and report generation, and assisting with documenting and adhering to shared processes and procedures.  
  6. At the direction of the supervisor, collaborate with instructional areas, including department chairs and coordinators regarding which courses and training options to offer at CCBC Randallstown, how and when to schedule them, and how best to allocate facility space for open enrollment and contract instruction and training use.  
  7. At direction of supervisor, work collaboratively with staff responsible for enrollment management functions, testing and advisement functions, financial aid, bursar, and other ancillary student support services to ensure optimum operation and provision of customer services to those attending CCBC classes and training at the center.  
  8. Act as a liaison between multiple internal and external stakeholders to support center growth and operation at the direction of supervisor.
  9. In collaboration with supervisor, develop short-term and long-term goals to ensure maximum operating efficiency of the center to include effective coordination of facility emergencies and construction projects. 
  10. In collaboration with supervisor, manage the center budget.
  11. At direction of supervisor, provide onsite supervision of one (1) full-time classified and multiple part-time staff, to include: planning and supervising work activities, managing work schedules, and tracking hours. 
  12. At direction of supervisor, responsible for generating reports regarding enrollment trends, registration trends, operating costs, and public transportation usage. 
  13. At the direction of supervisor, connect with community businesses, schools, and community-based organizations to support course and program offerings at the center.  This includes participation in networking events and meetings of the local chamber of commerce, leadership groups, and high school, as well as other community-related events.
