Class Description

The purpose of this class is to oversee, coordinate, and ensure the proper daily administrative functioning of Connections to Employment, including Out of School Youth and Workplace Literacy. Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Master's degree required. Degree in Communications, Psychology, Business, Social Work, Education or similar field preferred. Five (5) years of experience developing and implementing Continuing Education and Workforce programs. Of the five (5) years of experience, three (3) years must be in a managerial capacity, with three (3) years of experience working with local government partners, and three (3) years of experience writing close out reports and leveraging data for program analysis. Experience working with WIOA and Out of School Youth populations preferred.

Class Specific Essential Duties

  1. Provide direct supervision and evaluation to assigned staff.
  2. Develop and manage operating and grant budget for assigned unit, as required.
  3. Recruit, select, supervise, train and coach assigned staff.
  4. Establish goals and objectives for operations consistent with CCBC’s mission.
  5. Monitor compliance with policies and procedures.
  6. Oversee unit projects, contracts, grants and initiatives.
  7. Represent and promote the college at networking events, affinity groups, and business and industry associations.
  8. Lead the Out of School Youth and Workplace Literacy business development efforts in the area of contract and grant partnerships.

Position Specific Essential Duties

  1. Lead the development, outreach and management of an Out of School Youth and Workplace Literacy workforce development unit, including non-credit courses, and professional services.
  2. Prepare training proposals and recommendations for customized, contract and grant training clients.
  3. Identify private, state and federal grant opportunities and funding sources aligned to unit’s modeling to develop grant proposals and program partnerships.
  4. Identify and develop new educational programs, assuring quality of instruction, selection and development of faculty and administrators, and furthering the philosophy and objectives of the college.
  5. Lead business development efforts of the unit in the area of contract training and partnerships. 
  6. Assist in the development of manuals, guides and other material necessary for the efficient and effective administration of instructional programs.
  7. Strong knowledge of WIOA, its service elements, and industry standards and/or regulatory requirements.
  8. Manage performance for a staff of 10+ employees.
  9. Ensure grant and contract outcomes are achieved.
  10. Represent and promote the college at networking events, affinity groups, and business and industry associations.
  11. Manage and develop a student centered case management, job development and employment strategies program model.
  12. Oversee and update program and course curricula to meet necessary standards.
