Starting salary to include:

The Driver Training and Safety Lead works under the transit supervisor, oversees the work, training, and safety activities of subordinate bus drivers in the transporting of passengers to and from destinations. Coordinates, monitors, completes driver training both classroom and on-road, to monitor compliance of state and federal guidelines. (e.g. DOT physicals, license expiration, etc.) Acts as intermediaries between the driving staff and administrative personnel. This position resolves transportation complaints or issues and make recommendations on retraining and performance. Additionally, may act as a liaison between the Fleet Maintenance contractor and Harford Transit regarding scheduling the proper maintenance of vehicles.
- Incumbent serves as a backup driver, with responsibility for driving buses or other vehicles to transport passengers when required. Incumbent serves as relief dispatcher and may assist with farebox collection, as required.
- Incumbent is responsible for preparing, maintaining, and implementing the driver training program.
- Scheduling and completing driver ride a long assessment and providing counseling as recommended. Schedule and maintains Driver DOT status and records, communicating status to MVA and the County.
- Incumbent is responsible for preparing, maintaining, and implementing, the Harford Transit LINK Safety Plan. Duties include Accident/Incident reporting and data management. Safety event data analysis for planning and implementing improvement and training initiatives.
- This position will be expected to prepare memos, reports and presentations for distribution. Computer skills are essential in this role for professional and accurate documentation.
- Assist with managing onboard and in-house technology, hardware, and software. In addition, will be asked to perform additional duties, all lead drivers serve the same primary function.
Examples of Duties

- Computer skills and program knowledge to track operational data, reviewing/monitoring utilization data. Ability to create spreadsheets, charts, tables, memorandums, and other written communications in a professional, proficient manner.
- Oversees proper completion of daily driver pre-trip/post-trip vehicle inspections. Audits the process, documents, and reports defects to supervisor.
- Assures completion of all necessary federal, state, and local licensing and compliance for drivers.
- Conducts employee training to include: passenger assistance and techniques training, FCC 800 MHz radio procedure training, handicapped lifts/ramps and wheelchair securement procedures, defensive driver and vehicle safety training, and maintains and updates training library. Maintains the driver training records.
- Driver Training and Safety Lead observes the driving staff and routinely conducts performance evaluations of their drivers.
- Driver Training and Safety Lead frequently inspect vehicles for safey and compliance and may take them in for repairs.
- Conducts on the road driver testing of all new hire driver candidates over a set public road course.
- Conducts roadside on-time performance spot check evaluations of fixed route and demand response drivers. Ensures drivers are using the shortest distance for door-to-door passenger pickup points.
- Conducts unannounced driver evaluations and safety check rides with assigned drivers.
- Determines driver proficiency and submits written evaluations to supervisor. Completes approximately 5 drivers check rides (with documentation) per month.
- Serves as a liaison between drivers and supervisory staff.
- Assists Administrative Supervisor with yearly Harford County equipment inventory for the Transit Asset Management Program. Assists Dispatch Team in preparing all Harford Transit LINK assigned vehicles for annual Department of Transportation safety and mechanical inspection to be conducted by the Fleet Maintenance Company.
- Attends Maryland Transit Administration training courses and other assigned training in order to maintain level of proficiency and expertise as a lead driver.
- Assists supervisor in scheduling, setup, and training of drivers for the Annual Transportation Association of Maryland's Drivers Skill Rodeo.
- Assumes the duties and responsibilities of Transit Supervisor in their absence.
- Assesses accidents and incidents and/ or potential emergency situations (i.e. breakdowns, accidents, etc.) for the purpose of resolving or recommending a solution to the situation.
- Conducts field investigations into customer complaints
- Assist in the recruitment and selection of Bus Drivers for the purpose of meeting staffing requirements
- Driver Training and Safety Lead Conducts oversee route changes or additions due to inclement weather conditions, road closings or similar occurrences.
- Conducts meetings with staff and upper-level management; conducts formal briefing with staff and upper-level management.
- Administer annual refresher training and post-accident remedial training
- Ability to communicate critical information with drivers which include both oral and professional written communication.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of transportation and vehicle operations, Skilled in time management, critical thinking, communicating and listening. They should experienced creating/communicating reports, data tgracking and navigating, working with others or independently and maintaining records. They should be organized and work well under pressure. Driver Training and Safety Lead must pssess the ability to operate commercial motor vehicles. Driver Training and Safety Lead should excel in establishing and maintaining positive relationships with drivers, customers, and public officials.
- Knowledge is also required with the Federal Motor Carrier Safety regulations; of Americans with Disabilities Act of 1990; of Maryland Commercial vehicle regulations and requirements. Some knowledge of mechanics and the ability to make minor routine mechanical repairs. Ability to work effectively with management, drivers, and the public, including clients with disabilities or impairments; to comprehend technical instructions on specialized equipment and their components; to maintain routine records and reports; vehicle mechanical ability. Skill and operation of large vehicles in all types of weather and road conditions and traffic.
- Intermediate or above experience utilizing Microsoft Office software, including Word and Excel computer skills and programs to track operational data, reviewing/ monitoring utilization data. Ability to create spreadsheets, memorandums, and other written communications in a professional, proficient manner.
EDUCATION:
Possession of high school or vocational-technical school diploma or GED Certificate.
EXPERIENCE:
One (1) to Three (3) years experience in a lead or supervisory capacity, preferred experience working in a transit or transportation and distribution type operations.
Five (5) years of experience in driving large vehicles to include transit buses.
LICENSE:
Possession of a valid Maryland Class "C" driver's license with no more than (3) points. Ability to obtain a CDL permit within 3 months of employment and obtain CDL "B" license with passenger and air brake endorsement within 6 months of employment.
SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
