Essential Functions:

This position oversees all administrative functions in the day-to-day operations of the Jury Division

related to summoning and qualifying citizens for trial and grand jury service in Baltimore City. Interprets laws,

regulations, and the local jury plan to establish operating procedures for summoning, qualifying, and excusing prospective jurors to include both petit and grand jurors. Ensures adequate jurors, facilities, equipment, and staff for the delivery of services to jurors and to the courts needing them. The Jury Commissioner is responsible for analytical, management, coordination, planning, and organization of the Jury Office. Reviews and monitors jury financial transactions. Establishes procedures for internal controls and accounting regulations; Reviews and responds to requests for exemptions from jury service. Investigates and responds to customer service complaints. Summons and assists with selection of grand juries. Trains grand juries. Communicates with employers regarding the scope of grand jury service. Processes grand jury payroll. Screens records of noncompliant jurors. Offers alternatives prior to petitioning for show cause. Attends and testifies at show cause hearings in open court. Prepares administrative reports. Performs other duties as

assigned.

Note: This at-will position reports directly to the Administrative Judge for Baltimore City Circuit Court

Education: Associates Degree or Paralegal certificate from an accredited college or university.

Experience: Four (4) years of administrative support experience in a trial or appellate court or legal environment to include two (2) years of jury office operations experience.

Note: additional related court/legal work experience may be substituted on a year for year basis for the required degree.

This position does not perform direct supervisory duties and responsibilities to the employees in the Clerk’s office.

Knowledge, Skills, Abilities:

Knowledge: Jury laws, the local jury plan; principles of management and supervision; Emergency plan development; Personal computers; Software applications (Microsoft, Windows, JuryPlus, various applications within the Judicial Information System, and the National Criminal Information System), and best practices for customer service; Strategic planning and management principles; Organizational structure of the Maryland Judiciary, federal, state, and local governments; Overall goals and objectives of the Maryland Judiciary and the managing team of the Circuit Court for Baltimore City; Overall knowledge of the criminal justice system and structure of governmental agencies; Internal control methods preferred by legislative and internal auditors; Financial recordkeeping practices; Responsibilities of grand jurors and their employers; Required recordkeeping of grand jury activities.

· Abilities: Think critically and analytically; Comprehend complex written passages; Prepare administrative reports using statistics, charts, and graphs; Resolve disputes and customer complains/concerns; Respond quickly and appropriately to emergency situations (e.g. medical, unplanned evacuations, dangerous or threatening people); Employ tact and discretion when interacting with others; Comprehend the stated mission and goals of the MD Judiciary and local Circuit Court; Convey those to staff and include in Jury Division’s daily operations; Discreetly handle confidential and sensitive information; Effectively explain jury practices and laws to citizens and their advocates.

  • Beginning December 29, 2021, all new employees will be required to be fully vaccinated as a condition of their employment. Full vaccination status requires that two weeks have passed since the employee’s second Pfizer or Moderna vaccination shot, or since the one Johnson and Johnson vaccination shot. Religious and medical exemptions will be made on a case-by-case basis.
